He was predeceased by: his parents, Herbert Phipps and Marie Phipps (Baker); his sons-in-law, Bobby Brumett and Pat Stratton; and his siblings, Ray Phipps (Lois), Ethel Brock (Milard), Vandetta Charles (Jim), Jesse Phipps (Cuba) and George Albert Phipps (Patsy).
He is survived by: his children, David Phipps of Cridersville, Sharon Brumett of Cridersville, Tim Phipps (Laura) of Antwerp and Vickie Stratton of Cridersville; his grandchildren, Danielle Bradley (Matt) of Defiance, Zach Stratton of Cridersville and Justin Phipps of Columbus; and his siblings, Evelyn Howard (Tommy) of Harrogate, TN, Geneva Brock (Reed) of Pineville, KY, Herbert Junior Phipps (Judy) of Pineville, KY, Amanda Helton (Bill) of Pineville, KY, Jerry Phipps (Veronica) of Talbott, TN and Frank Phipps (Melissa) of Helton, KY..
