He was predeceased by : his parents, H. Frank Baxter and Sally Baxter (Jennings); his brother Frankie Baxter; and his grandson Lukas Cooper. He is survived by : his wife Jackie Baxter (Alexander); his sons, Jeffrey Baxter and Todd Baxter (Stephanie); his stepchildren, Rhonda Heitmeyer and Jeffrey Cooper (Cherie); his brothers, Steve Baxter (Marilyn) and Robert Baxter (Beverly); and his sister-in-law Sherry Baxter. He is also survived by 10 grandchildren; 7 great-grandchildren.

Visitation was held on Wednesday, June 12th 2024 from 3:00 PM to 7:00 PM at the Heitmeyer Funeral Home (211 Veterans Dr, Columbus Grove, OH 45830). The military honors was held on Wednesday, June 12th 2024 at 7:00 PM at the same location.
