He is survived by: his children, Steven Withrow Sr. (Joy) of Zanesville, Penny Withrow (Steve) of Chillicothe, Miranda Smith (David) of Waverly, Amy Withrow (Robert) of Burlington Kentucky and Timothy Withrow (Renee) of Beaver; and his siblings, Jo Tinker of Chillicothe, Cynthia Withrow of Chillicothe, Mike Withrow of Chillicothe and Virgil Withrow (Linda) of Texas. He is also survived by many grandchildren and great grandchildren.
