He was predeceased by: his parents, Sylvia D. Tudor and William P. Skaggs; his daughters, Kimberly Skaggs-Underwood and Orpha Rinehart; his siblings, Keith Skaggs, Rosemary Harrison, Barbara Wilcox and Elaine Long; and his stepmother Ruby Skaggs.
He is survived by: his wife Ann Skaggs (Richards); his children, Diedre Carroll (Chris), Laurinda Watkins, Robert Louis (Rob), Allen Skaggs (Tim) and Erin Rinehart (Teresa); his grandchildren, Brooke, Bryten, Rachel, Wren, Kyla, Leo J., Enzo, Kristen, Cameron, Seth, Emily Ann and Olivia Jo; and his siblings, David Skaggs, Kenny Skaggs, Wayne Skaggs (Dianna), Nancy Rhodes (Dale), Joy Martin (Bryan) and Maxine Cochenour (Calvin). He is also survived by several great grandchildren.
