He was predeceased by: his parents, Harold Carter and Sarah Childers Carter. He is survived by: his grandson Shawn Shoulders; his siblings, Ronald Carter and Mary Alice Crothers; his children, Debbie Mercer (Jeff) of St. Clairsville, Priscilla Grabits (Wally) of Adena, Richard Carter (Brenda) of Cadiz and Becky Shoulders (Lee) of Wintersville; and his siblings, Orval Carter (Clara) of St. Clairsville, David Carter (Donna) of Scio, Dorothy Utter of Harrisville, Shirley Oszust of Uhrichsville, Virginia Fonner of Bethlehem, WV, Nancy Joseph (Kenny) of Bethlehem, WV and Judy Roberts (Gene) of New Athens, Ohio.. He is also survived by his wife of 64 years, whom he married.
Due to the Covid 19 Pandemic a private service will be held at the convenience of the family.
