He was predeceased by: his parents, Cecil Billingsley and Virginia Billingsley (Capelle); and his sister Betty Peterson. He is survived by: his daughters, RoxAnn Neifer of Bowling Green, Bambi Hafner of Rudolph, Kim (William) and Tammy Brimblecom; and his grandchildren, Kylie Wickard (Chris), Dalton Neifer, Maranda Pultz (Dustin), Macy Hafner, William L. Phillips III, Clayton Phillips (Amanda) and Sarah Phillips. He is also survived by 8 great-grandchildren.
