He was predeceased by: his parents, Earl N. Skaggs and Ruth Rinkes Skaggs of Bethesda; his wife Dorothy L. Kemp Skaggs; and his brother Jack Skaggs. He is survived by: his children, Richard Skaggs of Wheeling, WV, Jay Skaggs (Dana) of Ashtabula, OH and Jane Woollard (Richard) of Bethesda, OH. He is also survived by six grandchildren and seven great grandchildren.
