He was predeceased by: his parents, George L. Bailey and Mildred Bailey (Couchman); his former wife Reba; and his siblings, Raymond Bailey, Shirley McDonald, Alice Riffe and Robert Bailey.
He is survived by: his wife Judy "Kathy" Bailey (Pope); his children, Phillip Bailey Jr., Bill Bailey, Dixie Castle (Brian), Erika Luth (Michael), Krista Cooley and Quinton Cooley (Bobbie); his brother Frank Bailey; his grandchildren, Reide, Hayden Bailey, Noah, Sidney Bailey, Layne, Jesse Castle, Michaela Boughman (Jordan), J. Baker (Samantha), Evan Baker, Azha Shoots, Dylan and Bradley Cooley; and his great grandchildren, Demitris Hurt Jr., Sophia and Miles Baker.
A graveside service was held on Friday, January 17th 2025 at 11:00 AM at the Highland Memorial Cemetery.
In Lieu of flowers contributions may be directed to Quest Community Church of West Liberty, Ohio; Barely Used Pets in Urbana, Ohio, or to the family to aid with final expenses.
