He was predeceased by: his parents, Vernon Palmer and Nettie Pittman Palmer; his wife Donna Whitmer Palmer; his siblings, Wilbert "Bud" Palmer, Berthina "Sissy" Palmer and Amanda Thomas; and his son-in-law David Hammel.
He is survived by: his children, Johnny Palmer (Deb) of Beallsville, Donnie Palmer (Jackie) of Bethesda, Ronnie Palmer (Angie) of Ozark, Jeanie Hammel of Belmont, Judy Crooks (David) of Alledonia, Allen Palmer (Brenda) of Texas, Scott Palmer (Mary) of Beallsville, Donna "Pie" Mansfield (John) of Tennessee and Tim Palmer (Barbara Rainey) of Beallsville; and his sister Vivian Dougherty of Woodsfield. He is also survived by 37 grandchildren; 45 great-grandchildren; three great great-grandchildren; several nieces, nephews, and many friends.
