He was predeceased by: his parents, Grover Waugh and Ruth Waugh; his wife Lois Waugh; and his siblings, Grover Lee Waugh (Mary Lou) and Edith Stapleton.
He is survived by: his daughters, Elizabeth Sue Heavner (Michael) and Barbara Hickle (Jack); his grandchildren, James Holbrook (Connie), Mollie LeFever, Caren Schultz, Callista Corrigan, Jared Hickle and Jordan Hickle (Paige); his siblings, Frank Waugh (Sally), Ruth Ann Criner, Alice Pinkerman, Geraldine Cummons (Tom) and Kathleen Rose (Joe); his brother-in-law William Stapleton; his niece Janet Gaswint (Stephen); and his close friends, John and Daryl Brickey. He is also survived by seventeen great grandchildren.
Memorial donations may be made in Paul's memory to the Fairfield County Meals on Wheels, NOW Assembly of God Church in Baltimore, or to the King Chapel Church in Crown City.
