He was predeceased by: his parents, William H. Harkins and Anna Mae Baker Harkins; his brother-in-law George Sauer; his nephew Tom Collins; and his close friends, Joe Limoli and Stephen Messina.

He is survived by: his wife Lois Sauer Harkins of Athens; his son Paul Harkins (Nicole) of Pittsburgh; his sisters, Renee Hopkins (Ed) of McConnnelsville and Carlene Morgan (Ralph) of Wellsburg, WV; his sisters-in-law, Carolyn Collins (Rick) of Pomeroy and Sherry Sauer of Jackson; his nieces, Jessica Harkins (Eric) of McConnelsville, Amy Satterfield (Mick) and Kelly Roush of Middleport; his great-nieces and great-nephews, Shelby, Dillyn, Dawson, Owen, Branton, Natalie, Nina, Colton, Kyeler and Arlis; his nephew Jensen; and also Kyndal.
