He was predeceased by: his parents, Howard C. Baxter and Dorothy Baxter (Day); and his daughter Amanda Leigh. He is survived by: his spouse Racheal Baxter (Bishop); his sons, William G. Baxter of Ashland, David J. Baxter of Ashland and James R. Baxter of Michigan; and his siblings, Frances Hoeppner of Mansfield, Doris H. Baxter of Tennessee and Ray Baxter (Phyllis) of Virginia.
