Neisel Palmer Obituary

She was predeceased by: her parents, Ora Smith and Lina Smith (Shanks); her husband Cecil R. Palmer; and her brothers, Troy (Drucilla), Richard and Verlin (Gary Smith).
She is survived by: her daughters, Polly Hartsough (Clee), Connie Kellar (Mike) and Kim Clements (Jerry); her grandchildren, Jeff Hartsough, LaTisha Hartsough Heufelder (Matt), Chad Hartsough, Rachel Owens (Tony) and Sarah Clements Olivieri (Vinnie); her great grandchildren, Nick, Zach Heufelder, Taze and Cecily Owens; and her sisters-in-law, Beulah Smith and Jo Alice Smith. She is also survived by several nieces and nephews.
The family would like to extend special thanks to Cheryl Rodgers for her love and help the past 15 years; the Ohio Health Hospice team; and all the special staff at Canal Winchester Assisted Living for the love, care and attention they provided Neisel over the past 6 months, but especially during the isolation from family created by the COVID-19 quarantine.
