He was loved and cherished by many people including: his parents, George Parnell and Evelyn Parnell (Rabideau); his wife Dona Parnell; his sons, Philip S. Parnell Jr. (Raynelle) of Quitman, Randy Parnell of New York City and James M. Parnell (Mary Kay Milne) of Lyon Mountain, NY.; his sisters, Florence and Lou; his granddaughter Lena Parnell of Germany; and his close friend Buffy Lawrence. He was also cherished by several nieces and nephews.
