He was predeceased by: his parents, Charles Carter and Julia Carter (Taylor); and his brother Charles Carter. He is survived by: his wife Constance M. Carter; his children, Scott Carter (Barbara), Tobi Carter and Stacy Gibson (John); his grandchildren, Kurt Carter (Jeanine), Sarah McWilliams (Brian), Kiel Eckhoff (Allie), Loganne Eckhoff, Carter Gibson (Courtney), Spencer Gibson and Brett Gibson; his brother Leo Carter (Maura); and his brothers-in-law, Robert Olander (Carol) and Bruce Olander. He is also survived by nieces, nephews.
