He was predeceased by: his parents, Richard Sr. Balmer and Leah Balmer (Knott); and his sister Belle. He is survived by: his significant other Bonnie Balmer; his children, Heather Kiessel (Elmer) and Richard Balmer, III; his grandson Holden Kiessel; and his brothers, James "Jim" and Walter "Walt". He is also survived by many nieces, nephews and cousins.
Visitation was held on Tuesday, March 25th 2025 from 5:00 PM to 8:00 PM at the New Comer Cremations & Funerals (6 Empire Blvd, Rochester, NY 14609). A funeral service was held on Wednesday, March 26th 2025 at 10:00 AM at the Webster Bible Church (675 Holt Rd, Webster, NY 14580). A burial was held on Wednesday, March 26th 2025 at 11:30 AM at the Webster Rural Cemetery (1087 Ridge Rd, Webster, NY 14580).
