He was predeceased by: his parents, D. Curtis Waters and Anne Tolan Waters; his nephew Brian Peer; and his siblings, Colleen Libby, David and Edward.
He is survived by: his sisters, Patricia Wilson and Nancy Peer (Rick); his nephews, Andrew Peer of Beverly, MA, Timothy of Oswego and Ted Libby of Oswego; his niece Tracey of Oswego; and his pet Riley.
