He was predeceased by: his parents, Frank Phillips and Dorothy Jean Phillips (Nielson); and his brother Thomas Phillips. He is survived by: his siblings, Linda Phillips of Rochester, Charles Phillips (Beatrice) of Rochester, Douglas Phillips (Cheryl Root) of Rochester, Larry Phillips of Saratoga Springs and Michael Phillips (Teresa) of Equador. He is also survived by many nieces and nephews.
