He was predeceased by: his father Bill Harter. He is survived by: his mother Julie L. Harter (Bill) of Olean; his sons, Eye and Chanse A. Tarr; his siblings, Jessie M. Tarr (Linda) of Olean, Bradley A. Tarr (Rebecca) of Woodbridge, VA and Staci M. Tarr (Tony Brockel) of Olean; and his close friend Terry Wymer of Olean. He is also survived by several nieces and nephews.
