She was predeceased by: her spouse Dale W. Neumann; and her parents, Walter Urtel and Eleanor Urtel. She is survived by: her children, Mark Neumann (Gail), Sue Mulvoy (Thomas) and Kevin Neumann (Debbi); her grandchildren, Corin Czajkowski (Wesley), Bruce, Adam Clough (Brianna), Courtney and Brittany Neumann; and her great grandchildren, Emily and Dylan Clough.

In lieu of flowers, memorial contributions in memory of Frances may be made to Lung Cancer Research, c/o Roswell Park Alliance Foundation.
