He was predeceased by: his sisters, Bernice and Marion; and his sister-in-law Margaret Clemons. He is survived by: his parents, Loren Clemons and Mabel Clemons (Betsinger); his son Jeffrey Clemons of New Hartford; his children-in-law, Gail Clemons of New Hartford and Colleen Noga; his grandchildren, Justin Noga, Brandon Noga, Matthew Clemons, Adam Clemons, Marilyn Loughlin, Brian Loughlin, Elizabeth Loughlin and Stephen Loughlin; his siblings, Reginald Clemons of Prospect and Amanda Jones of Holland Patent; his brother-in-law Barry Jones of Holland Patent; his former wife Carolyn Clemons; and also, Andrew Noga and Westmoreland.

In lieu of flowers, remembrances, in Harvey's name, may be made to the Rome Humane Society.
