He was predeceased by: his parents, Arnold Phelps and Evelyn Batchelder Phelps; his wife Kathleen Martin Phelps; and his siblings, Arnold Phelps, Shirley March and Barbara Steurwald.

He is survived by: his children, James Phelps (Marlo), Kelly Halpin (John) and Stephenie Biel (Matthew); his grandchildren, Matthew, Colby, Gianna, Bella, Ava, Emily, David, Jacob, Gabriella, Sophia and Julianna; and his sister Carolyn Cuttler (Gary).
