He was predeceased by: his parents, Arthur Garland and Helen Commons Garland; and his siblings, Loretta Scott, Jane Talmadge, Michael Garland, Mary Ellen Cefferillo and Earl Garland.
He is survived by: his wife Barbara Johnson Garland; his children, Richard Garland, Jr., Barbara Higgins (late William), Heidi Dube (David), Martin Garland (Linda) of Mechanicville and Anthony Garland (Diana) of Round Lake; and his grandchildren, Heather Fey (Joel), Justin Higgins (Tegan), Joshua Garland, Matthew Higgins (Jess) of Ryan Higgins, T. J, Madelynn Dube, Jazmyne, Kaden, Elijah, Evelyn, Kendyl, Eliana, Ciara, Ethan and Jordyn.
In lieu of flowers, remembrances may be made to either the Shriners Children's Hospital or Make-A-Wish Foundation in memory of Richard J. Garland.
