He was predeceased by: his parents, Raymond Phelix and Bernice Phelix (Snickles); and his siblings, Raymond Jr., Milford Sr., Clifford Phelix, Marie Guilder and Mary Matthie.
He is survived by: his wife Lynetta Livingston; his children, Kizzy Phelix (Alex Viveiros) of Massena, Jennifer Phelix (Eric Gibbs) of Massena and Charles Phelix Jr. (Megan) of Massena; his grandchildren, Montana, Hugh IV, Dakota, Mason, Kaitlin, Autumn, Peyton and Hunter; and his siblings, Alice Pitts of Norfolk, Anna Deon of Rochester and Floyd Phelix of Norfolk. He is also survived by 4 great-grandchildren, several nieces and nephews.
Memorial contributions in Charles' name may be made to the American Cancer Society.
