He was predeceased by: his parents, Clarence Waters and Florence Waters; his wife Sandra Hall; his children, James Waters and Karen Waters Hettie; and his siblings, Donald Waters, Ken Waters and Catherine Waters.
He is survived by: his children, Susan Underwood (Ralph) of Schaghticoke, Denise Peculis of Whitehall, David Waters, Jr. (Emelia) of Lake Luzerne, Jeffery Waters of Port Ritchey, Richard Waters (Kelly) of South Carolina and Alden Waters of Glens Falls; and his sister Jean Banks. He is also survived by 15 grandchildren; 8 great grandchildren.
