He was predeceased by: his parents, Clayton Phelps and Charlotte Phelps (Sager); his daughter Loretta Phelps Rowe; and his sister Irene Floyd. He is survived by: his wife Marie Phelps (Sampson); his close friend Carol Burns; his children, Edward Phelps (Janice) of Arkport, Linda Toronto (Al) of Milford, MA, William J. Phelps (Amber) of Arkport, Lisa Thompson (Chris) of Utah, John Phelps (Julieann) of Ballston Lake, NY, Jessica Williams (Greg) of Mississauga and Miranda Rowe of Colombia, SC; his grandchildren, Alane (Tom), Pamela (Joseph) and Jonathan (Domenica); and also, Lowell Smith (Bonnie), Marcia Burns (Albert), Joanne Williamson (Roger) and Dale Smith (Lucy). He is also survived by 25 grandchildren, 27 great-grandchildren.
