He was predeceased by: his parents, Dr. William Payne and Catherine Howley (Woodland); and his siblings, Marion Howley Reilly, Catherine E. Howley and John "Jack" Howley.
He is survived by: his children, Catherine Mae Howley of Norwalk, CT and William Payne Howley, III of Hopewell Junction; his former wife Maureen Howley of Wappingers Falls; and his siblings, William P. Howley, Jr. of Beacon, Rev. Vincent Howley of Mystic, CT and Thomas R. Howley of Highland Mills. He is also survived by several cousins, nieces, nephews and friends.
