He was predeceased by: his parents, Ephrem Palmer and Elizabeth Palmer (Balch); his brothers, Morris and Henry Palmer (Gladys); and his grandson Scottie Palmer.
He is survived by: his wife Gladys Bounds; and his children, Gladys Parker (Bruce), Winfred Palmer Jr., Evelyn Palmer, Scott Palmer and George Palmer.
