He was predeceased by: his parents, Clyde Adair Payne and Marie Elizabeth Payne; his sister Mildred Miles; his grandson Aaron Jones; and his brother-in-law Norris Williams.

He is survived by: his wife Constance Payne; his children, Monica Payne of Laurel, MD, Michelle Jones (Harvey) of Bear, DE and Marc Payne (Crystal) of Silver Spring, MD; his grandchildren, Taylor Jones, Erica Jones and Ashley Payne; and his sisters-in-law, Juanita Williams of Willingboro, NJ and Joan King (John). He is also survived by numerous nieces, nephews, and dear friends.

His profound contributions to education and community service will be remembered with great respect and admiration.
