He was predeceased by: his parents, Clinton John Waters and Mary Burns Waters; his wife Ruth Finnegan; his son David Paul Waters; and his brothers, Donald James Waters and Robert Edward Waters.
He is survived by: his children, Linda (R. Steven Reed), Sheila (Edward Rakowski) and John; his daughter-in-law Karen Waters of Clinton; his grandsons, David Waters (Jennifer), Mark Waters (Alyssa), Timothy Waters (Erin), Russell Reed II, Ryan Reed and Edward Rakowski III; his great grandchildren, Jack Waters and Charlie Waters; and his sister Dolores Waters Cornish.
In lieu of flowers, contributions in Jack's memory may be made to the St. Paul's Memorial Fund, 1807 Bedford St., Rome, NY or a charity of one's choice.
