He was predeceased by: his daughter April; his grandparents, Joseph, Dorothy Powell, Patrick and Marjorie Marshall; and his brother-in-law Richard Altmire.
He is survived by: his parents, Joseph Powell and Brenda Powell; his wife Annette; his children, Joseph Powell (Kate Pustizzi), Jennifer Cullen (Jason) and Matthew Powell (Eliza); his grandchildren, Gracie, Gabby, Abby, Gage, Tyler, Mikayla and MJ; his sisters, Jo-Dee Altmire (Rod Hall), Julie (Dan Cobb), Jackie (Mark Dobransky) and Josephine (David Zehr); his parents-in-law, Robert Petrie (Brenda) and Isabelle Windover (Sonny); and his sisters-in-law, Teri Holder (Archy) and Amber Howland. He is also survived by numerous nieces, nephews, aunts, uncles, and friends.
Due to COVID-19 restrictions, all services now will be held privately by the family.
In lieu of flowers, monetary donations can be made to the Carthage Federal Savings Bank in the name of Joseph Powell III.
