He was predeceased by: his father Jack E. Phelps; and his stepfather James Jones. He is survived by: his mother Virginia Jones (Jonas) of Black River; his wife Florence Phelps; his children, Stephanie Lynn Phelps and Ian Charles (Joy); and his siblings, Brian Phelps (Jennifer), Todd Phelps, Craig (Karen), Betsy Hennessey (Sean) and Patrick Phelps. He is also survived by several nieces, nephews, and cousins.
