He was loved and cherished by many people including: his parents, Ralph W. Skinner and Mildred Skinner (Frazier); his former wife Sandra L. Titus; his wife Sandie L. Skinner; his children, Melissa D. Lomber (Scott) and Timothy J. (Ryan P. Skinner); his grandchildren, Samantha Delaney (Kyle) of Hilton, NY, Mark Lomber (Courtney) of Canandaigua, NY and Jayda Barnes of Winter Haven, Florida; his great grandchildren, Jace, Gwena Lomber and Maura Delaney; his siblings, Sherrill Harris (Larry) and Ralph Skinner (Mindy); and his sister-in-law Glen Park. He was also cherished by four nieces.
In lieu of flowers, the family has requested donations in Sam's name be made to Hospice of Jefferson County 1398 Gotham St., Watertown, NY 13601.
