He was predeceased by: his parents, Earl Loucks and Mildred Loucks (Cottone); his wife Shirley Loucks (Mattice); his sons, Chief Richard H. Loucks, Jr., U. S. Navy and Russell A. Loucks; and his siblings, Shirley Tompkins (Loucks), Earl Loucks, Jr. and Barbara Mattice (Loucks).
He is survived by: his daughters, Debbie Martin (Loucks) and Karen Hall-Green (Loucks); and his grandchildren, Chief Mathew R. Speece, U. S. Navy, Chad Loucks, Tavis Loucks, Ryan Loucks, Brielle Dougherty (Loucks), Chelsea Campbell (Martin), Schuyler Speece, Taylor Loucks, Morgan Loucks and Brandon Hall. He is also survived by several great grandchildren, cousins, nieces, nephews, and in-laws.
