He was predeceased by: his parents, Philip Decker and Barbara Decker (Wickham); and his son James Philip Decker, II. He is survived by: his wife Frances L. Decker; his daughter Sherri-Lynn Peck (Steve); his stepdaughters, Lisa O'Mara (John) and Emily Pratt; his grandchildren, Kieran O'Mara, Jack O'Mara and Eleanor Abbert; his sisters, Joan DeLosh (Doug) and Jean Schermerhorn; and his nieces and nephews, Shani Palladino and Kyle Schermerhorn.

In lieu of flowers, memorial donations may be made to the Food Bank of Central New York, 7066 Interstate Island Road, Syracuse, NY 13209.
