He was predeceased by: his parents, Frank Shaffer and Hazel Shaffer; his daughter Lisa Robinson; his grandson Phillip C. Shaffer; his great grandchild Christian R. Pickett; his brother Harvey Allen Shaffer; and his stepson Tom Rushing.
He is survived by: his pet Sugar; his children, Shalkye Clark (Larry) of Kimballton, IA, Norman Jr. Shaffer (Kathy) of Afton, NY, Shauna Rapuzzi (Mark) of Guilford, NY and Robert Shaffer (Debra) of Mount Upton, NY; his son-in-law Lenny Robinson of Irwin, IA; and his sister Catherine Schneider of Anaheim, CA. He is also survived by 18 grandchildren and 29 great grandchildren, several nieces and nephews.
