With heavy hearts, we announce the death of Rosemary Phelps of Tularosa, New Mexico, born in El Paso, Texas, who passed away on March 6, 2023 at the age of 78. Family and friends are welcome to send flowers or leave their condolences on this memorial page and share them with the family.

She was predeceased by: her parents, Magdalena Apodaca Holguin and Edward Utter Holguin; her husband James Joseph Phelps (Jim); and her parents-in-law, S. J. and Margaret Mary Phelps.

She is survived by: her son Joseph Edward Phelps (George Luis Olvera) of El Paso. She is also survived by numerous other relatives and cousins.
