He was predeceased by: his parents, John Herbert and Ada Winters; and his son Dale Winters. He is survived by: his wife Ruth Winters (Loy); his sons, Don Winters (Renae), David Winters (Yvonne) and Rick Madrid of Washington; and also, Pam Loy Coor of Washington and Steve Loy (Nancy) of Washington. He is also survived by 9 grandchildren and 11 great grandchildren.
