He was predeceased by: his parents, Bernice Mitchell Howard and George Patrick Howard; his wife Jean; and his brothers, Congressman James J. Howard and Robert M. Howard.
He is survived by: his children, Judith Burd of Washington, N. J and John Howard (Shirley) of Manahawkin, N. J.; his granddaughters, Amy (David Giannetto) and Rachel (Brian Moore); and his great grandchild Conner of Bozeman, Montana..
