He was loved and cherished by many people including: his wife Claudia; his children, Kimberly Payne, Robin Payne, Cynthia Payne, Patrick Raively and Thomas J. Payne, Jr.; and his siblings, McArthur Payne, Raymond Payne, Roger Payne, Juanita Dumas, Irene Payne and Christine Maldonado. He was also cherished by 14 grandchildren and 7 great-grandchildren.
