He was loved and cherished by many people including: his parents, Tina Piscitelli Garvey and William Balough; his grandparents, Anna Balough, Louis Balough, Eleanor Piscitelli and Frank Piscitelli; his children, Joelianna Balough, Eli Balough and Joseph Balough, Jr.; his stepfather Christopher Garvey; his siblings, Tina Garvey, Chris, Carol Varec, Christina Henry, Joanne Barbarossa, Steven Garvey and Christopher Garvey III; his aunts and uncles, Kenny Roberts, Douglas Brockmann, Joseph Lewis, Chris Agnoli, Frank Piscitelli, Steven Chodakowsky, Joseph Balough, Marcie Roberts, Marian Brockmann, Pamela Lewis, Laura Agnoli, Eleanor Piscitelli and Marge Balough; and his cousin Allison Balough. He was also cherished by many nieces and nephews.

Cremation will be private by the request of the family. Due to the COVID-19 state mandated limits, a maximum of 50 individuals are permitted in the funeral home.
