He was predeceased by: his parents, Clarence Fowlkes and Lillian Fowlkes; and his siblings, Joseph Fowlkes Sr., Robert Fowlkes, Anthony Fowlkes, William Fowlkes, Roselie Jackson (Fowlkes), Lillian Jackson (Fowlkes), Ethel Thurman (Fowlkes) and Dorothy Jackson (Fowlkes).
He is survived by: his sisters, Frances Langley (Fowlkes), Marie Wortham (Fowlkes) and Louise Reeves (Fowlkes); his wife Phyllis Harris; his children, Michael (Sharon) and Lynette Ingram (Fowlkes); his grandchildren, India Lee, Phillip Matthew Fowlkes, Jerome Ingram Jr., Ashley Ingram and Christopher Fowlkes; his great grandchildren, Qajuan, Qiana, Qahill, Malcom, Mason, Charleigh and Kolby; and his siblings-in-law, Robert A. Harris Jr. (Judy) and Mary Fowlkes. He is also survived by nieces, nephews, cousins, other relatives, and friends.
