He was predeceased by: his wife Anne Scaggs (Kerr); and his parents, Edward Scaggs of Portsmouth and Margaret Kempton of Wheelersburg Ohio. He is survived by: his son Daniel (Rose-Loise Kealey); his grandchildren, Amelia and Benjamin; and his son Kenneth Scaggs (Shannon).
