He was predeceased by: his parents, Franklin Williams and Helen Williams. He is survived by: his wife JoAnn (Jennie); and his children, Christine Scally, Craig, Donald and Phillips Jr.. He is also survived by his 12 grandchildren, 18 great grandchildren, and one great great granddaughter.

In lieu of flowers, the Williams family kindly requests donations to be made to Vets for Pets, as Phil was an animal lover.
