It is with great sadness that we announce the death of Otto Carter of Atlantic City, New Jersey, born in Winston Salem, North Carolina, who passed away on October 10, 2021, at the age of 68, leaving to mourn family and friends. He was predeceased by: his mother Cherry Lee Hawkins; his stepfather James Lockhart, Sr.; and his brother Jerry Lockhart. He is survived by: his son Quintin Carter; and his siblings, Andrew Steven Lockhart (Pat) of Hampton, Barry Lockhart of Atlantic City, James Lockhart, Jr. (Judith) of Pleasantville and Cherry Sample (Kenny). He is also survived by one granddaughter; and a host of nieces, nephews, many close cousins, other family members and friends.
