He was predeceased by: his parents, Jeremiah Higgins and Dorothy Higgins (Richey); and his brother-in-law Douglas Rouleau. He is survived by: his children, Wendy Higgins Conte (John) of Sterling, VA, Scott Higgins (Kellyanne) of Newton, NH and Robyn Higgins Toledano (Carlos) of Nashua, NH; his grandchildren, Tristan Conte, Mary Higgins and Emilia Toledano; and his sisters, Sandra Rouleau of Danville, NH, Rose Alfrey of Lawrence and Joan Fraser (Mark) of Rochester, NH. He is also survived by several nieces, nephews, and Godchildren.
