He was predeceased by: his parents, Vernon Effle and Wilma Effle (Kotrous); his parents-in-law, William and Irene Frank (Haskin); his brother Dennis Effle; and his siblings-in-law, Bill Frank and Patricia Cihlar.
He is survived by: his wife Donna Frank; his daughters, Karla Babcock (Clifton) of Winnetoon and Kaitlin Nathan (Zachary) of Norfolk; his siblings, Phyllis Douglas of Verdigre, Bob Effle of Racine and Roger Effle of Orchard; and his grandchildren, Garrett, Serina, Emilee, Keegan and Kinzley. He is also survived by many nieces, nephews, family, and friends.
