He is survived by: his wife Vicky Wagner; his daughters, Megan Moreno-Billie, Jennifer Moreno, Libra Phillips and Charissa Gould (Travis); his grandchildren, Frank Billie Jr., Sabrina Foegelle (Quenton), Brianna Phaiah (David), Damion Billie, Jaylyn Moreno, Adryk Billie and Sayyora Billie; his siblings, Rosemary Smuckler (Joe) of Parker, CO, Maria Elena Acosta (Jose) of Greeley, CO, Louis Moreno (Kay) of Grand Island, CO, Sam Moreno (Lori) of Gering and Lydia Benitez (Jim) of Scottsbluff; and also Bertha. He is also survived by many uncles, aunts, cousins, nieces and nephews.
