He was predeceased by: his parents, Evelyn Skinner (Miller) and Theodore "Theo"; and his siblings, Ed Skinner, Mark A Skinner, Donna Ribble (Evans), Helen and Frances.
He is survived by: his wife Janet Marie Gray; his sons, Mark D. Skinner (Jane) of Ogallala and Richard A. Skinner of Ogallala; his brother Charles Skinner (Mary) of Ogallala; and his grandchildren, Nicholas, Matthew, Michael, Aaron Skinner of Ogallala and Stephanie Skinner of Cheyenne, WY..
