He was predeceased by: his parents, Cecil Cobaugh and Kathyrine Cobaugh (Bowers); his granddaughter Jaylyn Castaneda; his siblings, Myrna, Leonard, Bill and LaRene Jurgena; his siblings-in-law, Barbara Cobaugh, Les Potts and Johnny Seffron; and his parents-in-law, Bill and Dorie Alexander.
He is survived by: his wife Cindy of Ogallala; his stepsons, Ernest, Steven and Bryan Castaneda; his grandchildren, JaNay Papka (Cody), Ernest III, Eric, Antonio and Nickolas Castaneda; his great grandchildren, Gabriel Ortiz, Jace Castaneda and Gianna Papka; his siblings, Jan Adrien (Rich), Joyce Seffron, Patty Fuqua (Don), Gary Cobaugh, Tony Cobaugh (Deb Tobler) and Karen Potts; and his siblings-in-law, Debbra Alexander (Chris Kramer) and Billy Alexander (Michele). He is also survived by five stepchildren from a previous marriage; and many nieces, nephews, other relatives, and friends.
A memorial has been established in Joe's memory for later designation.
